Biography[]
Joseph Richards is the mayor of Saint Marie. He wanted to build a hotel on a beach that was part of the Mount Esmee volcano exclusion zone and needed chief volcanologist Stephen Langham to sign off on the plan. When he refused, Mayor Richards turned to Victoria Baker to influence Stephen into agreeing. However, she failed to convince him, but the lure of 4 million East Caribbean Dollars was too much for her and she murdered Stephen alongside Daniel Langham and Emer Byrne.
Despite having no direct involvement in Stephen's death, Mayor Richards was charged as an accessory after the fact and arrested.
